The Tower Recordings
Tower Recordings is the earliest incarnation of the whole psych-folk scene revival. They lead the way for countless other artists and even gave root to their own branch of side projects including MV+EE, P.G. Six and Samara Lubelski (among others). Even though their sound is based in folk music, a lot of their work, especially the earlier material, has noise and lo-fi qualities.
I first heard about this outfit after reading the infamous article about "New Weird America" in Wire magazine. I didn't purchase anything by them before I actually started collecting MV+EE releases and even then it took a while. I believe I bought one of their albums after finding one for cheap on Gemm shortly after the release of one of the numerous MV+EE efforts.
